DEPARTMENT OF CULTURE AND SOCIAL AFFAIRS

I. POSITION, FUNCTION, DUTIES AND POWERS

 

1. Location

1.  The Department is a specialized agency under the People's Committee of the commune;  has legal status  and  a seal  to perform assigned tasks ; performs advisory functions, assisting the People's Committee of the commune in state management of the sector and field in the locality according to the provisions of law.

2.  The Department under the People's Committee of the commune is subject to the direction and management of the organization, job positions, civil servant payroll, civil servant rank structure, number of employees, staff structure according to professional titles in public service units and the work of the People's Committee of the commune, and is subject to the direction, inspection and guidance on professional expertise of the specialized agency under the People's Committee of the provincial level.

2. Function:  Advise and assist the People's Committee of the commune in performing state management functions in 04 areas:

1.  Internal affairs sector, including: State administrative and career organizations; local government, administrative unit boundaries; cadres, civil servants, public employees and public service; administrative reform; associations, non-governmental organizations; emulation and rewards; state documents and archives; youth; labor, wages; employment; social insurance; occupational safety and hygiene; meritorious people; gender equality; ethnic affairs and beliefs and religions .

2.  Education and Training sector, including: Preschool education; general education (primary education and secondary education) .

3.  Field of Culture, Science and Information, including: Culture; family; physical education and sports; tourism; advertising; radio and television; press; grassroots information; foreign information; scientific research activities, technology development, innovation, development of science and technology potential; intellectual property; quality measurement standards; application of radiation and radioactive isotopes; radiation and nuclear safety; post; application of information technology (excluding information security, network security); e-transactions; digital government; digital economy, digital society and digital transformation; information infrastructure.

4.  Health sector, including: Preventive medicine; medical examination, treatment, rehabilitation; mothers and children; population; prevention and control of social evils (excluding drug addiction treatment and post-drug addiction treatment management); social protection; traditional medicine; pharmaceuticals; cosmetics; food safety; medical equipment; health insurance.

3. Duties and powers

1. Submit to the Commune People's Committee

a) Draft resolutions of the People's Council of the commune (if any), draft decisions of the People's Committee of the commune related to the sectors and fields under the management of the department and other documents assigned by the People's Committee of the commune;

b) Draft plans for industry and sector development; programs and measures to organize the implementation of industry and sector tasks in the commune within the scope of management of the department;

c) Draft decision specifying the functions, tasks, powers and organizational structure of the department.

2.  Organize the implementation of legal documents, planning, and plans after approval; provide information, propaganda, dissemination, and legal education on areas within the assigned management scope; monitor law enforcement.

3.  Assist the Commune People's Committee in implementing and taking responsibility for the appraisal, registration, and issuance of licenses within the scope of responsibility and authority of the specialized agency according to the provisions of law and the assignment of the Commune People's Committee.

4. Regarding the Internal Affairs Sector

4.1. Regarding organizational structure:

a) Advise and assist the People's Committee of the commune to submit to the People's Council of the commune to decide on the establishment, reorganization, name change, and dissolution of specialized agencies and other administrative organizations under the People's Committee of the commune .

b) Review of draft documents:

Stipulate the functions, tasks, powers and organization of administrative agencies and public service units under the People's Committee of the commune; ensure the implementation of state management tasks in the field of internal affairs related to the functions, tasks, powers and organization of specialized departments under the People's Committee of the commune .

Establishment, reorganization, and dissolution of administrative organizations and public service units are under the decision-making authority of the People's Committee of the commune (except in cases where specialized laws provide otherwise) .

Establishment, consolidation, merger and dissolution of inter-sectoral coordination organizations are under the decision-making authority of the Chairman of the People's Committee of the commune according to the provisions of law.

4.2. Regarding job positions and civil servant establishment:

a) Appraise job position projects and job position adjustment projects of agencies and organizations under the management of the People's Committee of the commune; synthesize and submit to the People's Committee of the commune for decision according to its authority or submit to the People's Committee of the province for decision according to the provisions of law and according to the provisions of the People's Committee of the province .

b) Advise and assist the People's Committee of the commune:

Appraise and submit to the Provincial People's Committee the annual civil servant payroll plan or adjust the civil servant payroll of the local commune government .

Implement the assignment of civil servant payrolls to agencies and organizations under the People's Council and People's Committee of the commune within the total number of civil servant payrolls assigned by competent authorities and according to the decentralization of the Provincial People's Committee .

c) Synthesize job positions and corresponding civil servant ranks of agencies and organizations under the People's Council and People's Committee of the commune, submit to the People's Committee of the commune to send to the Department of Home Affairs for synthesis according to the provisions of law.

4.3. Regarding job positions, staff structure by professional title and number of employees in public service units:

a) Appraise the project of job positions, the project of adjusting job positions and the structure of civil servants according to professional titles of public service units that have not self-insured regular expenses under the management scope of the People's Committee of the commune; submit to the People's Committee of the commune for approval according to authority or submit to the People's Committee of the provincial level for approval, adjust job positions and the structure of civil servants according to professional titles of public service units that have not self-insured regular expenses under the management scope .

b) Advise and assist the People's Committee of the commune:

Appraise and submit to the Provincial People's Committee the plan for the number of employees of public service units that have not self-financed regular expenses within the scope of management .

Decide on the assignment and adjustment of the number of employees receiving salaries from the state budget for public service units that have not yet self-financed regular expenses and the number of employees receiving salaries from career revenue sources for each career unit that partially self-finances regular expenses within the scope of management after being assigned by competent authorities and according to the management decentralization of the Provincial People's Committee .

c) Synthesize job positions, staff structure by professional title and number of employees in public service units according to the level of financial autonomy (state budget ensures regular expenditure; partially ensures regular expenditure; self-guarantees regular expenditure within the scope of local management), submit to the People's Committee of the commune to send to the Department of Home Affairs according to the provisions of law.

4.4. On the implementation of salary, allowance and bonus regimes and policies for cadres, civil servants, public employees and contract workers in administrative agencies, organizations and public service units:

a) Advise and submit to the Chairman of the People's Committee of the commune to decide within his authority or propose to the competent authority to decide on regular salary increases, early salary increases and implementation of regimes and policies on salaries, allowances and bonuses for cadres, civil servants, public employees and contract workers according to the provisions of law and the provisions of the Provincial People's Committee .

b) Guide, inspect, resolve within authority or propose competent authorities to resolve difficulties in the implementation of salary, allowance and bonus regimes and policies for cadres, civil servants, public employees, contract workers in administrative agencies, organizations, and public service units in the area according to the provisions of law and local regulations.

4.5. On administrative reform:

a) Advise and submit to the People's Committee of the commune:

Decision to assign specialized agencies under the People's Committee of the commune to preside over or coordinate the implementation of contents and tasks of administrative reform work .

Decide on measures to promote administrative reform in the area .

b) Advise and assist the People's Committee of the commune in monitoring and inspecting specialized agencies at the same level in implementing administrative reform work in the area .

c) Preside over and coordinate with specialized agencies under the People's Committee of the commune in organizing and implementing the contents of reforming the apparatus; civil service and civil servant regime; labor, salary; social insurance; employment; occupational safety and hygiene; meritorious people; youth; gender equality; state documents and archives; emulation, rewards and information and propaganda work on administrative reform.

4.6. Regarding local authorities:

a) Advise and assist the Standing Committee of the Commune People's Council and the Commune People's Committee in implementing the election of National Assembly deputies and People's Council deputies at all levels in the locality according to the provisions of law and instructions of superior agencies .

b) Advise and assist the Standing Committee of the People's Council, the Chairman of the People's Council, and the Chairman of the People's Committee of the commune in submitting to the People's Council of the commune the election, dismissal, and removal of the Chairman, Vice Chairman, Head of the Committee of the People's Council of the commune, the Chairman, Vice Chairman and members of the People's Committee of the commune; approve the list and the dismissal of Deputy Heads and Members of Committees of the People's Council of the commune according to the provisions of law .

c) Advise and assist the Standing Committee of the Commune People's Council in submitting to the Standing Committee of the Provincial People's Council for approval of the results of the election, dismissal, and removal of the Chairman and Vice Chairman of the Commune People's Council .

d) Advise and assist the Standing Committee of the Commune People's Council in submitting to the Chairman of the Provincial People's Committee for approval of the results of election, dismissal, and removal of the Chairman and Vice Chairman of the Commune People's Committee; delegate the authority of the Chairman of the Commune People's Committee according to the provisions of law.

d) Advise and assist the People's Committee of the commune in submitting to the People's Council of the commune decisions on establishment, reorganization, dissolution, naming, and renaming of villages and residential groups according to the provisions of law; specifically decide on the number of non-professional workers in the area receiving allowances from the state budget according to the regulations of the provincial-level local government .

e) Advise and assist the People's Committee of the commune and the Chairman of the People's Committee of the commune in guiding and inspecting the organization and operation of villages and residential groups according to the provisions of law and decentralization of the local government at the provincial level.

4.7. Regarding administrative boundaries:

Advise and assist the People's Committee and Chairman of the People's Committee of the commune:

a) Submit to competent authorities for consideration and decision on projects to establish, dissolve, merge, divide administrative units, adjust boundaries, rename commune administrative units and resolve cases of disagreement on commune administrative unit boundaries; recognition of classification of commune administrative units; recognition of island communes and safe zone communes .

b) Manage records and maps of administrative unit boundaries of communes; boundary markers of national, provincial and local administrative units according to the provisions of law and instructions of superior state agencies .

c) Implement projects and documents related to administrative unit boundaries, records, landmarks, and administrative unit boundary maps according to the provisions of law after being decided by competent authorities.

4.8. Regarding cadres, civil servants, public employees and non-professional workers:

Advise and assist the Chairman of the People's Committee of the commune in deciding on the recruitment of civil servants according to decentralization and authorization; decide on planning, appointment, reappointment, transfer, rotation, secondment; remove from office; resign, dismiss, discipline the heads and deputy heads of specialized agencies, other administrative organizations, public service units under the People's Committee of the commune according to decentralization and authorization; decide on temporary suspension from work of the Vice Chairman of the People's Committee of the commune, heads of specialized agencies, other administrative organizations, public service units under the People's Committee of the commune; decide on the use, assignment, arrangement, inspection, evaluation, temporary suspension from work; training, fostering, emulation, rewards; implement salary regimes, dismissal, retirement and other regimes and policies under the management authority of the People's Committee of the commune according to regulations.

4.9. Conduct training and development for cadres, civil servants, public employees and other subjects according to the provisions of law and regulations of the Provincial People's Committee.

4.10. Regarding associations, social funds, charitable funds, and non-governmental organizations:

Advise the People's Committee of the commune and the Chairman of the People's Committee of the commune to perform state management of associations, social funds, charity funds, non-governmental organizations, and Red Cross activities in accordance with regulations on associations, social funds, charity funds, non-governmental organizations and provisions of law and other relevant regulations.

4.11. Regarding state documents and archives:

Advise and assist the People's Committee of the commune:

a) Inspect and guide the professional work of documents and archives within the scope of management;

b) Perform clerical and archival activities according to regulations;

c) Urge the submission of records and archival documents of communal agencies and organizations to the State historical archives at the provincial level according to regulations.

4.12. On youth and gender equality:

a) Organize the implementation of policies, laws, strategies, programs, plans, projects, and youth development plans in the locality; gender equality and female cadre work; Action month for gender equality and prevention and response to gender-based violence;

b) Integrate youth development targets and goals; gender equality issues and prevention and response to gender-based violence when developing local socio-economic development programs and plans annually and in each period .

c) Preside over or coordinate with relevant agencies and organizations in resolving cross-sectoral issues on youth and youth work, gender equality and prevention and response to gender-based violence .

d) Carry out statistical work, manage, exploit and publish statistical data on youth and youth development index in the locality; organize the collection, synthesis and reporting of periodic local statistical data on gender equality and prevention and response to gender-based violence, national statistical indicators on gender and female cadre work .

d) Inspect and evaluate the implementation of regulations, policies and laws on youth and youth work; gender equality and prevention and response to gender-based violence in the area.

4.13. On emulation and rewards:

a) Advise and assist the People's Committee of the commune and the Chairman of the People's Committee of the commune in organizing emulation movements and implementing the Party's guidelines and policies and laws of the State on emulation and rewards in the locality; discover and replicate advanced models in emulation movements for timely recognition and honor .

b) Appraise the commendation proposal dossiers of local collectives and individuals, submit them to the Chairman of the Commune People's Committee for decision on commendation or propose to the competent authority to decide on commendation according to the provisions of law; advise the Commune People's Committee to organize the awarding and receiving of emulation titles and forms of commendation .

c) Guide and inspect the implementation of plans, emulation and reward contents in the area; build, manage and use the Emulation and Reward Fund according to the provisions of law;

d) Perform regular duties of the Commune Emulation and Reward Council.

4.14. Regarding employment:

a) Organize the implementation of strategies, programs, long-term and annual plans, projects and proposals on employment, job creation support, labor market development, employment services, unemployment insurance, labor recruitment and management in Vietnam under the guidance of competent authorities; collect, store, synthesize, analyze, forecast, disseminate and manage local labor market information .

b) Guide and implement policies to support job creation and unemployment insurance policies according to the provisions of law .

c) Guide and organize the implementation of legal regulations on local employment services.

4.15. Regarding the field of Vietnamese workers working abroad under contracts:

a) Provide information on policies and laws on Vietnamese workers working abroad under directly signed labor contracts .

b) Provide information on the labor market and recruitment needs of employers so that after completing their contracts abroad, employees can return home and choose jobs that are suitable to their knowledge, skills, experience, and professional qualifications accumulated after working abroad .

c) Support workers after returning home to access voluntary psychosocial counseling services to integrate into society .

d) Advise and submit to the People's Committee of the commune where the employee permanently resides to sign a document confirming the registration of the labor contract according to the provisions of  Clause 3, Article 50 of the Law on Vietnamese Workers Working Abroad under Contracts 2020 .

4.16. Regarding labor and wages:

a) Receive registration of labor regulations in cases authorized by the specialized agency on internal affairs under the People's Committee of the province according to the provisions of law .

b) Guidance on the implementation of legal regulations on wage regimes in the production and business sector .

c) Implement propaganda and dissemination of legal regulations on domestic workers; manage, inspect and supervise the implementation of regulations on domestic workers in the area .

d) Guide, support and organize the implementation of labor law regulations on the organization and operation of labor organizations at enterprises.

4.17. Regarding social insurance:

a) Guide and organize the implementation of legal provisions on social insurance within the locality according to the provisions of law .

b) Receive dossiers and determine the number of employees subject to compulsory social insurance who are temporarily out of work for agencies, units, organizations and enterprises under the People's Committee of the commune requesting to temporarily stop contributing to the pension and death fund.

4.18. Regarding occupational safety and hygiene:

a) Guide and organize the implementation of legal regulations on occupational safety and hygiene; on working hours and rest hours within the locality; Month of action on occupational safety and hygiene;

b) Preside over and coordinate the investigation of occupational accidents that seriously injure a worker, minor occupational accidents for workers participating in voluntary occupational accident insurance in the area; make a record of the incident for occupational accidents that seriously injure a worker working without a labor contract .

c) Receive and handle technical incidents that cause serious occupational safety and hygiene problems in the area .

d) Advise the People's Committee of the commune on state management in the field of occupational safety and hygiene.

4.19. Regarding the field of meritorious people:

a) Manage martyr memorials and martyr graves in the area according to decentralization .

b) Coordinate with sectors and organizations to build a nationwide movement to care for and help people with revolutionary contributions and social policy beneficiaries .

c) Guide and organize the implementation of legal provisions for people with revolutionary contributions and relatives of people with revolutionary contributions in the locality according to decentralization .

d) Manage subjects, subject records and funding to implement policies and preferential regimes for people with revolutionary contributions and relatives of people with revolutionary contributions in the area according to decentralization.

4.20. On democracy and mass mobilization work:

a) Advise and organize law enforcement on democracy at the grassroots level; maintain close contact with the people and residential communities in the commune .

b) Advise on the development and implementation of resolutions of the People's Council deciding on measures to ensure the implementation of democracy at the grassroots level in the commune .

c) Timely consider, resolve and respond to complaints, denunciations and recommendations of citizens, recommendations of the People's Inspectorate at the commune level; Investment Supervision Board, Vietnam Fatherland Front Committee and socio-political organizations at the commune level .

d) Synthesize and report to competent state agencies on the implementation of democracy at the grassroots level in the area when requested; promptly report to superior state agencies on issues beyond their authority to resolve .

d) Advise and implement mass mobilization work according to Party regulations, legal regulations and instructions of superior agencies.

4.21. Assist the People's Committee of the commune in performing state management in accordance with the law for collective economic organizations, private economic organizations, associations, social funds, charity funds and non-governmental organizations operating in the locality in the field of internal affairs.

4.22. Organize the application of scientific and technological advances; build information systems, innovate and digitalize, and archive to serve the state management and professional work of commune-level specialized agencies; organize the operation and exploitation of local internal affairs databases.

4.23. Carry out information work, periodic and ad hoc reporting; summarize and conclude the implementation of assigned tasks according to the regulations of the Commune People's Committee and the Department of Home Affairs.

4.24. Inspecting organizations and individuals in accordance with the assigned sectors and fields in implementing legal provisions; handling complaints and denunciations; preventing and combating corruption and waste in accordance with the provisions of law and the assignment of the People's Committee of the commune.

4.25. Organize the implementation of public services in the field of internal affairs within the scope of state management according to the provisions of law.

4.26. Manage the organizational structure, civil servant payroll, job positions, the proportion of civil servants to be arranged according to each job position, the structure of civil servants according to professional titles and the number of employees in public service units; implement salary regimes and policies, treatment regimes, training, fostering, rewards, and discipline for civil servants, public employees and workers under the scope of management according to the provisions of law, according to the assignment of the People's Committee of the commune.

5. Field of ethnic, belief and religious work

5.1. On ethnic work:

a) Advise and assist the People's Committee of the commune in organizing the implementation of plans, programs, projects and plans on ethnic affairs under the direction and guidance of the Ministry of Ethnic Minorities and Religions, the Provincial People's Committee, and the Department of Ethnic Minorities and Religions;

b) Advise and assist the People's Committee of the commune in organizing, summarizing, concluding and evaluating the implementation of ethnic policies and guidelines; investment policies and support for stabilizing the lives of ethnic minorities; policies and projects to support people in particularly difficult areas; policies and projects to preserve and develop ethnic minority groups with very few people, ethnic minorities that still face many difficulties, and those with specific difficulties;

c) Advise and propose to organize receptions, visits, encouragement, support for difficulties, and resolve legitimate aspirations of ethnic minorities according to policies and regulations of law; periodically advise on organizing the Congress of ethnic minority representatives in the commune (if the number is guaranteed according to regulations); organize conferences to commend and honor advanced models among ethnic minorities; organize exchange activities, seminars, and experience exchanges between ethnic minority representatives, prestigious people among ethnic minorities, and other events related to ethnic work to strengthen the great solidarity of Vietnamese ethnic groups;

d) Advise the People's Committee of the commune to organize the review, synthesis and identification of ethnic groups facing many difficulties and specific difficulties to submit to competent authorities for approval;

d) Advise the People's Committee of the commune and the Chairman of the People's Committee of the commune to implement the recognition, removal from the list, replacement and addition of prestigious people, send to the specialized agency on ethnic affairs, beliefs and religions at the provincial level for comments before making a decision; organize the implementation of policies for prestigious people among ethnic minorities according to regulations.

5.2. On beliefs and religions:

a) Advise and assist the People's Committee of the commune in organizing the implementation of plans, programs, projects, and projects on beliefs, religions, or related to beliefs and religions according to the direction and guidance of the Ministry of Ethnic Minorities and Religions, the Provincial People's Committee, and the Department of Ethnic Minorities and Religions;

b) Advise and assist the People's Committee of the commune in state management of belief and religious activities of belief and religious establishments that are not intangible cultural heritages and belief establishments that are not historical, cultural relics or scenic spots that have been ranked or have been included in the local relic inventory list by the Provincial People's Committee; coordinate with relevant agencies and units to monitor and grasp the situation to prevent, detect and handle activities that take advantage of belief and religion for non-religious purposes, divide the nation, divide religions, take advantage of belief and religious activities for personal gain;

c) Assist the People's Committee of the commune in being the focal point for contacting religious organizations, affiliated religious organizations and belief establishments under its management authority in the area; advise, organize receptions, visits and resolve the wishes of religious dignitaries, officials and followers according to the provisions of law;

d) Resolve specific issues related to beliefs and religions within the authority or submit them to competent authorities for resolution in accordance with the provisions of law. Preside over and coordinate with relevant departments and units in advising and submitting to the People's Committee of the commune to resolve issues arising in belief and religious activities under its management authority;

d) Guide communities, organizations and individuals in the area to operate in accordance with the provisions of law on beliefs and religions.

6.  Education and Training Sector

6.1 Submit to the People's Committee of the commune: Perform the function of state management of education in the area and be responsible to the People's Committee of the province and the Department of Education and Training in organizing, directing and inspecting educational activities under its management authority according to regulations and performing the following tasks and powers:

6.1.1 On building plans, programs, projects, and policies for educational development

a) Develop and submit to the People's Council of the commune for approval the education development plan in the management area; organize the implementation of the local education development plan when approved; develop a plan to implement education development programs and projects in the area when approved;

b) Guide, propagate, disseminate and organize the implementation of legal documents on education; deploy plans, programs, projects, schemes, policies and other educational contents after being approved by competent authorities;

c) Advise and submit to the People's Council of the commune for decision, plans, programs, and projects for developing preschool, primary, and secondary education in the area in accordance with the province's education development strategy and the local socio-economic development plan.

6.1.2 On educational facilities

a) Decide on planning, land use plans, and education development plans in the area within the scope of decentralized management;

b) Decide to invest or participate in investing in the construction of kindergartens, primary schools, secondary schools, general schools with many levels of education, including the highest level of secondary school, and community learning centers according to regulations; coordinate with relevant units to advise competent authorities on the construction of national standard schools and land use plans for educational institutions in the area;

c) Manage and organize the effective use of public offices, assets, working facilities and state budget assigned in the area according to the provisions of law; ensure adequate conditions on finance, assets, facilities and land fund according to the regulations on decentralization of revenue sources and expenditure tasks of competent authorities; strengthen the policy of socializing education, mobilize resources to develop education in the area.

6.1.3 Regarding the team of teachers, management staff, civil servants and workers

a) Managing the organization and personnel of the community learning center (directing the use, evaluation, training, fostering and implementation of policies for the team of teachers, management staff, civil servants and employees of the community learning center under the management authority according to regulations);

b) Propose the need for teaching staff within the scope of management, report to competent authorities; coordinate with the Department of Education and Training in guiding the implementation of the work of using, managing, and implementing policies to develop teaching staff, management staff, civil servants and workers within the scope of management according to authority.

6.2. Submit to the Chairman of the Commune People's Committee for decision:

6.2.1. Direct and organize the planning of construction and investment for educational facilities in the area according to regulations; report to competent authorities on the situation of mobilizing, receiving, managing and using funding of educational facilities under their management authority.

6.2.2 Direct and effectively organize the implementation of illiteracy eradication and strengthening the quality of universal education; coordinate the implementation of preschool education programs, general education programs, at the highest level of lower secondary education, continuing education, and vocational education in the locality; mobilize the maximum number of people of school age to ensure universal education, compulsory education, illiteracy eradication, and create conditions for everyone to learn throughout life.

6.2.3 On the organization, operation and management of educational institutions

a) Direct and organize the implementation of autonomy, be accountable for performing tasks, ensure the quality of education and educational activities under management authority;

b) Decide to establish or permit the establishment, permit educational activities, suspend educational activities, merge, divide, separate, dissolve, and convert types of educational institutions under the management authority according to the provisions of Decree No. 142/2025/ND-CP dated June 12, 2025 of the Government and other relevant legal provisions;

c) Direct and guide the work of primary school admission under the management authority; carry out the work of universalizing education, compulsory education, eliminating illiteracy and building a learning society in the area; direct, guide and supervise schools in the area under the management authority to implement the work of assessing the quality of education, building schools that meet national standards, implementing quality improvement plans to continuously maintain and improve the quality of education according to regulations; receive records of educational quality assessment of schools in the area under the management authority for appraisal before sending to the Department of Education and Training; advise competent authorities on support policies for community learning centers to operate effectively, contributing to the good implementation of local economic, cultural and social development goals;

d) Organize the management of preschools, primary schools, secondary schools, and community learning centers in the management area;

d) Be responsible for explaining educational activities, educational quality, teacher and learner management, and implementing educational development policies under management authority before the Provincial People's Committee, the Department of Education and Training, and the whole society;

e) Coordinate with the Department of Education and Training and relevant agencies to manage the implementation of regulations on extra teaching and learning in the area;

g) Carry out communication and education work in the area.

6.2.4. Testing in the field of education

a) Direct and organize inspection of law compliance for educational institutions under the state management authority of the People's Committee at the commune level;

b) Direct and implement the settlement of complaints, denunciations and handling of educational violations against educational institutions in the area under its management authority according to the provisions of law;

c) Direct and organize inspections of conditions to ensure educational quality of educational institutions in the area under management authority;

d) Direct, organize inspection and supervision of the implementation of management work for teachers, educational institution managers, civil servants and employees at educational institutions under management authority.

6.2.5. Decide or submit to competent authorities to decide on rewards for organizations and individuals who have made many contributions to the cause of educational development in the area.

6.2.6. Direct and organize the implementation of updating information and data into the education sector database system and the universal education management information system, ensuring completeness, accuracy, timeliness and the ability to connect and communicate data with related systems; perform statistical work, periodic and ad hoc reporting, and publicity in the education sector under management authority.

6.2.7. Direct and organize the implementation of administrative reforms, application of information technology, digital transformation and development of digital government in the education sector; measures to ensure information security, network security and personal data protection for information technology systems and educational databases in the area according to the provisions of law.

7. Cultural and information field

7.1. Submit to the People's Committee of the commune to issue, amend, supplement, extend, reissue, and revoke certificates of eligibility to operate public electronic game service points in the area according to the provisions of law.

7.2. Advise and assist the Commune People's Committee in receiving registrations for organizing festivals; receiving notices of organizing traditional festivals, cultural festivals, and commune-level professional festivals; approving plans for organizing commune-level response days; managing advertising activities in the commune; receiving notices of organizing art performances, organizing competitions, festivals of performing arts, organizing beauty and model contests; receiving notices of public film screenings from accommodation service providers, food service providers, dance halls, shops, stores and other public places; receiving reports on organizing mass sports competitions at the grassroots level in accordance with the provisions of law.

7.3. Advise and assist the People's Committee of the commune in receiving dossiers notifying the establishment, merger, consolidation, division, separation, dissolution, and termination of library operations for commune libraries; libraries of preschool education institutions, general education institutions, vocational education institutions, and other educational institutions; private libraries serving the community with headquarters in the area; manage the declaration and operation of photocopy service facilities according to the provisions of law.

7.4. Advise and assist the Chairman of the Commune People's Committee in collecting and reporting information on family and domestic violence prevention and control according to the provisions of law; establish a Council to determine the level of damage support for individuals participating in domestic violence prevention and control.

7.5. Advise and assist the People's Committee of the commune in organizing the implementation of strategies, programs, and plans for developing grassroots information in the locality and implementing the information, reporting, and statistical regimes on grassroots information activities according to the provisions of law and instructions of the Provincial People's Committee.

7.6. Guide organizations, units and people in the commune to carry out cultural and artistic movements; physical exercise and sports movements; build a civilized lifestyle in weddings, funerals and festivals; build the movement "All people unite to build a cultural life"; build and guide the awarding of titles of cultural families, cultural villages and residential groups; advise on building typical communes; build and implement village covenants and conventions; protect and promote the values ​​of historical and cultural relics, scenic spots and intangible cultural heritages; manage, protect, embellish, exploit, use reasonably and promote the value of tourism resources, tourism environment, tourist areas and tourist attractions in the area.

7.7. Inspect the operations of public service units, grassroots cultural and sports institutions, public entertainment venues, public electronic game service providers, photocopy service establishments, printing establishments and publishing establishments (including branches and business locations of these establishments) and service establishments, organizations and individuals operating in fields under the state management advisory scope of the Ministry of Culture, Sports and Tourism in the locality according to the provisions of law.

7.8. Organize foreign information activities in the area according to the instructions of the Department of Culture, Sports and Tourism or the Department of Culture and Sports.

7.9. Carry out information, statistics, and periodic and ad hoc reporting on the operational situation in areas within the scope of state management advice to superior sectors.

7.10. Perform other tasks assigned by the People's Committee of the commune or the Chairman of the People's Committee of the commune according to the decentralization, authorization, and division of authority of competent authorities as prescribed by law.

7.11. In addition to the above tasks, the Department of Culture and Social Affairs also performs other tasks and powers in the sector and field as prescribed in the Circular of the Minister of the Ministry managing the sector and field.

8. Science and  Technology 

8.1. Submit to the People's Committee at the commune level

a) Draft resolutions of the People's Council of the commune (if any), draft decisions of the People's Committee at the commune level related to the fields under the scope of management functions and other documents as assigned by the People's Committee of the commune and provisions of law;

b) Draft development plans for the field; programs, projects, plans, and measures to organize the implementation of tasks in the field within the scope of the department's management functions;

c) Draft decision specifying the functions, tasks, powers and organizational structure of the field under the management scope of the department.

8.2. Organize the implementation of legal documents, planning, programs, and plans on fields within the scope of management functions after they are issued and approved; provide information, statistics, propaganda, guidance, dissemination, education, and monitor the enforcement of laws on fields within the scope of assigned functions and tasks.

8.3. Assist the People's Committee of the commune in performing and taking responsibility for the appraisal, registration, issuance of licenses, certificates and other documents in the fields within the scope of assigned functions and tasks according to the provisions of law and the assignment and decentralization of competent authorities.

8.4. Assist the People's Committee of the commune in state management, encourage and support the development of collective economic organizations, private economic organizations, associations and non-governmental organizations operating in the area in the fields within the scope of assigned functions and tasks according to the provisions of law.

8.5. Guide, manage, organize the implementation of scientific, technological, innovation, and digital transformation tasks using the state budget in the locality; organize research and application of scientific and technological advances, innovation, and digital transformation; develop creative labor movements; receive, disseminate, and select scientific research and technological development results, inventions, initiatives, technical improvements, and production rationalization for application in the locality; organize the implementation of scientific, technological, innovation, and digital transformation activities and services in the locality.

8.6. Receive and deploy model samples from the provincial level in areas under management.

8.7. Manage, inspect and guide postal service points, telecommunications and Internet service points in the area according to the provisions of law.

8.8. Organize the implementation of legal regulations on standards, measurements and quality of products and goods in the area.

8.9. Organize the implementation of intellectual property law provisions in the locality in accordance with the law and regulations on decentralization, delegation of authority, and determination of authority of competent authorities;

8.10. Inspect organizations and individuals in the assigned areas of responsibility in implementing legal regulations; receiving citizens, handling complaints and denunciations; preventing and combating corruption, waste and negativity according to legal regulations and assignments of the People's Committee of the commune.

8.11. Build and maintain an information storage and provision system; carry out information work, periodically and suddenly report on the situation and results of activities within the scope of assigned functions and tasks according to the regulations of the Commune People's Committee, the Department of Science and Technology and other state agencies when requested.

8.12. Manage and operate the Commune Smart Operation system, connect with the Provincial Smart Operation Center to serve the leadership, direction, operation and resolution of tasks within the assigned field.

8.13. Guide, manage and monitor the establishment and operation of Community Digital Technology Teams in the commune according to regulations.

9. Medical Field 

9.1. Submit to the People's Committee of the commune:

a) Draft resolution of the People's Council of the commune (if any); draft decision of the People's Committee of the commune related to the health sector as assigned by the People's Committee of the commune .

b) Draft plan for health sector development; programs and measures to organize the implementation of health sector tasks in the commune within the management scope of the Department of Culture and Society .

c) Participate in drafting decisions specifying the functions, tasks, powers and organizational structure of the Department of Culture and Social Affairs.

9.2. Organize the implementation of legal documents, planning, and plans after approval; provide information, propaganda, dissemination, legal education, and monitor law enforcement in the health sector.

9.3. Assist the People's Committee of the commune in performing and taking responsibility for the appraisal, registration, issuance of licenses, certificates and equivalent documents in the medical field within the scope of responsibility and authority of the Department of Culture and Society according to the provisions of law and the assignment of the People's Committee of the commune.

9.4. Assist the People's Committee of the commune in state management of collective economic organizations, private economic organizations; associations and non-governmental organizations operating in the health sector in the locality according to the provisions of law.

9.5. Organize the application of scientific and technological advances, innovation, creativity, and digital transformation in the healthcare sector; implement administrative reform contents; build information and storage systems to serve the state management of the healthcare sector and professional expertise of the Department of Culture and Society.

9.6. Inspect and handle violations in the implementation of legal regulations, professional regulations, and technical standards in the health sector for organizations and individuals in the area; receive citizens, resolve complaints and denunciations; prevent corruption, waste, and negativity according to the provisions of law and as assigned by the People's Committee of the commune.

9.7. Carry out statistical work, build a database on the health sector in the area; provide information, periodic reports and ad hoc reports on the implementation of assigned tasks according to regulations of the Commune People's Committee and the Department of Health.

9.8. Manage the organizational structure, civil servant payroll, civil servant ranks and ranks, job positions, staff structure according to professional titles and the number of employees in public health service units; implement salary regimes and policies, treatment regimes, training, fostering, rewards, and discipline for civil servants, public employees, and workers under the scope of management according to the provisions of law, according to the assignment of the People's Committee of the commune.

10.  Manage and be responsible for the finances and assets of the Department of Culture and Society according to the provisions of law.

11.  Perform other tasks and powers according to the decentralization, authorization, and division of authority of competent authorities as prescribed by law.

12.  Perform other tasks assigned by the People's Committee of the commune according to the provisions of law.
