HOA MY COMMUNE PUBLIC ADMINISTRATIVE SERVICE CENTER

I. POSITION, FUNCTION, DUTIES AND POWERS
1. Location
The Public Administration Service Center is an administrative organization under the People's Committee at the commune level, with its own seal and account to perform assigned tasks and powers.
The Public Administration Service Center is under the direction and management of the People's Committee of the commune in terms of organization, job positions, civil servant payroll, civil servant rank structure and work, and is also under the direction, inspection and guidance on professional expertise of the specialized agency under the Provincial People's Committee.
2. Function
Advise and assist the People's Committee of the commune in state management of: controlling administrative procedures, reforming administrative procedures, organizing the implementation of the one-stop shop and inter-connected one-stop shop mechanism; be the focal point for organizing the provision of information, guidance, support, reception, digitization, coordination in handling, settlement (for some authorized administrative procedures), returning results of handling administrative procedures; advise and organize the implementation of tasks of applying information technology and digital transformation to serve people and businesses under the direction of the People's Committee of the commune and the Chairman of the People's Committee of the commune.
3. Duties and powers
1. General duties and powers
a) Timely and fully publicize by electronic means or in writing the list and contents of administrative procedures under the authority to be resolved and performed at the One-Stop Section in accordance with the provisions of law on administrative procedure control and relevant legal provisions; at the same time, support organizations and individuals having difficulty in accessing public information on electronic means;
b) Guide, receive, and check the validity and completeness of documents according to regulations; digitize and transfer documents to competent authorities to handle administrative procedures; return administrative procedure handling results to organizations and individuals according to regulations of law; collect fees, charges, and financial obligations (if any) according to regulations; refuse to accept documents that do not comply with regulations;
c) Coordinate with relevant agencies and units to resolve and return settlement results to organizations and individuals in cases where administrative procedures require same-day settlement or administrative procedures are assigned or authorized to officers, civil servants and public employees at the One-Stop-Shop to resolve; support organizations and individuals in performing online public services; request competent settlement agencies and relevant agencies and units to provide information and documents serving the work of receiving and resolving administrative procedures;
d) Preside over the monitoring, supervision, evaluation, and urging of the settlement and return of results by relevant agencies and units in accordance with approved procedures; request competent authorities to provide information on the reception and progress of administrative procedure settlement for organizations and individuals; urge agencies and units to process incoming or overdue dossiers;
d) Receive, process or report to competent authorities to resolve reflections, recommendations, complaints and denunciations of organizations and individuals related to the implementation of administrative procedures at the One-Stop Section or related to cadres, civil servants, public employees, employees and competent authorities in the process of handling administrative procedures; forward explanations of competent authorities to organizations and individuals according to regulations;
e) Coordinate with relevant agencies and units to organize training courses to improve the professional qualifications and skills of cadres, civil servants, public employees and employees working at the One-Stop Department. Monitor, urge, comment and evaluate the compliance with public discipline, internal rules and working regulations for cadres, civil servants, public employees and employees working at the One-Stop Department;
g) Arrange, manage, and propose upgrading facilities and equipment to meet the operational requirements of the One-Stop Department as prescribed in Article 13 of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government. Provide necessary legal support services, payment of financial obligations, translation of foreign languages and ethnic languages (if necessary), photocopying, printing of documents and other necessary services for organizations and individuals when needed at prices approved by competent authorities;
h) Propose innovative and improved solutions to improve service quality and efficiency, facilitate organizations and individuals in performing administrative procedures; organize or coordinate the organization of information and propaganda about the activities of the One-Stop Section and the implementation of administrative procedures according to the one-stop and inter-connected one-stop mechanism;
i) Perform other assigned tasks as prescribed by law and under the direction of the head of the ministry, branch, or locality.
2. Perform administrative procedure control tasks according to authority, build e-government, and monitor the application of information technology at the People's Committee at the commune level.
